Why in June of 2017 did Joe Biden give the most nonsensical speech I’ve ever heard. One where he talks about how young kids would play with his leg hair. Why did he then talk about how he had to learn about (and enjoy) kids jumping up and down on his lap? What possible reason could anyone utter those sentences, even if true?

Why in November of last year did Joe Biden say he that when he was naked he broke his foot while pulling his dog’s tail after taking his ball? Is that a normal sentence? Is he just really honest about doing something insane? What other possible answer could there be?
